Which consulting programme do you need?
These four overlap less than their names suggest. What separates them is the question you are trying to answer, so pick the situation rather than the label.
Where consulting earns its fee
Repairs are the visible cost of compliance
The costly errors are upstream: repairing items that were never going to be scored, missing the ones that were, accepting a finding that should have been challenged, or funding a reserve on a guess.
That is what consulting is for. HUD scores each item against a published standard for its inspectable location, weighted by severity, under the final NSPIRE standards notice. Knowing which findings carry weight, and which are defensible, changes what you spend and what you score.
There is a second problem that only shows up at portfolio scale. NSPIRE arrived on different timetables for different programmes, so an organisation holding public housing alongside voucher units is currently operating under two physical standards at once, and will be until at least February 2027. Guidance written for one is actively misleading for the other.

Establish the baseline
We survey the property the way an assessor or inspector would, against the applicable standard, and tell you plainly where you stand rather than where you hoped to be.

Findings ordered by what they actually cost you, in points, in funding risk or in reserve requirement. Severity and location drive the order, not how large the job looks.

An inspector recording a deficiency is making a judgement about an item against a standard. Some of those judgements are clear cut. Others depend on how the standard applies to that location, and HUD publishes guidance on reading the standards precisely because they are not self-evident.
Someone who knows the framework, present while the judgement is being made, resolves the ambiguous ones in the moment. That is worth more than the same argument made in writing three weeks later, and it is why the record has to be created before the report exists rather than after.

Consulting services FAQs
What is the difference between REAC consulting and NSPIRE consulting?
They answer different questions. REAC consulting deals with a score that has already gone wrong: corrective action plans, challenges, reinspection, and why the same findings recur. NSPIRE consulting deals with which rules apply to which property, and what the transition requires of your policy documents.
The vocabulary overlaps because REAC is the office and NSPIRE is the protocol it applies. If your property is being assessed today, it is being assessed under NSPIRE whatever the correspondence calls it.
Has NSPIRE replaced HQS?
Not yet in practice. NSPIRE replaced UPCS in October 2023 for public housing and HUD-assisted multifamily. The regulation defining HQS now refers to the NSPIRE standards, but HUD has extended the compliance date for the voucher programmes three times, most recently to 1 February 2027.
Until then many authorities are still inspecting voucher units to the legacy HQS criteria, and are entitled to. HQS inspection covers which applies to your units.
Is a HUD audit the same as an inspection?
No, and conflating them is a common and expensive mistake. An inspection assesses physical condition and produces a score. A HUD audit examines records and programme compliance alongside condition, so files, certifications and documentation are in scope.
Passing one does not mean passing the other.
Do I need a capital needs assessment if I am not refinancing?
Not required, but frequently worth it. A CNA tells you when each major system needs replacing and what to reserve annually, which is the difference between planned capital spending and emergency spending.
HUD and FHA multifamily applications do require one, submitted through the CNA e-Tool, with updates roughly every ten years across the life of the loan.
We hold several programmes and the guidance conflicts. Which is right?
Both, separately. A housing authority running public housing alongside a voucher programme is genuinely operating under two physical standards at once, and will be until at least February 2027 unless it transitions early.
That is a real two-standard situation rather than a misunderstanding, and mapping which properties sit where is the first thing NSPIRE consulting does.
